C is not correct, it does not specify that the 2x 20gb of Raid5 need to be on separate arrays so it is 2 disk for the raid1 = 10gb and 5 disk of raid5 = 40gb.

I think you're right, and I think this is a crap question only meant to screw with people. By separating the two, OS and data in the question, most people will think it makes sense to use two different RAIDs, which, quite frankly, it does, especially if the only difference in cost is 1x10GB drive.
