B and D. Auto scaling is always the answer when concerned with reducing cost and possible spikes in demand. Auto scaling groups require and Load balancer for both traffic balancing and triggering the growth or contraction of the auto scaling group.

Is it just me or is this question really poorly phrased? Also, why is D both WAF and Autoscaling? It doesn't make much sense. I'm going for Autoscaling + CDN: Autoscaling means that the system will automatically adjust its capacity based on the traffic and resource deman. A CDN will help optimize the system capacity and reduce costs by caching and reducing loads on the original servers. A load-balancer could also work in this scenario, but the use case doesn't explicitly say that traffic should be distributed across multiple servers. Autoscaling also takes care of the cost because it's dynamically adjusting to the demand in a pay-as-you-go fashion.
