C is possible but the question is asking for the MOST likely issue. It is far more likely that the drive is going bad than the user going into their BIOS settings and manually selecting an incorrect drive on a working computer.

No it's not more likely for the hdd to be failing. We have no history of this hdd we don't know how long it's been in operation what it's used for or anything. Also, it states that there was no previous issues this would indicate to me that boot device configuration has changed.
