The fact it says the retention policy was “discovered” tells me that this is just the collection of facts, something done in step 1. It doesn’t state anywhere that the coworker had thought the retention policy was the culprit, just that it was “discovered”. I’m thinking the next step is step 2, C. Establish a theory of probable cause.

Thank you for explaining it. Wondering why it is not B. The question steps is 1. Identify the problem 1a) gather information from the user and changes. 1b) inquire regarding environmental or infrastructure changes. Part 1b is still part of Identify the problem and I took the "discovered" as a establish a theory step 2
