If at any time the scenario mentioned "only" the developers/company had access to the cloud resources provided I would have selected Community. At face value, "B. Public" makes the most sense.

Equally, Community Cloud = Same Industry + share resources + share costs Where resources are the Shared Servers and they're both developers. If you try and imagine the guy making this question up you can almost see what he's intending as the answer. I think the answer may indeed be community cloud.
