Based on what I encounter in these CompTIA questions, you always need to pick up clues from the questions and read between the lines. In this case, they specifically mentioned dual video cards may or may not be added. There's no mention of redundancy. So a modular 1000W PSU meets the requirements. If the team eventually decides to go through with the plan to add a second GPU, you can easily add them with enough power to spare.
