I chose A, because B won't lead to an actual issue with the virtual servers. Using a hard drive as an analogy, if I have 1 TB of data to store and a 2TB drive, I will be fine. If I have 1 TB of data to store, but only a 500 GB drive, I will be over capacity. Over provisioning then in this case, means you have more virtual servers than the physical hardware can support. Or to go back to our analogy, you only have 500GB of capacity, but you are trying to store 1TB of data. That said, the question is poorly worded.

poorly worded. if you're overprovisioning the VMs it is A, if you're overprovisioning the host it is B
