Both Smart Control and Session Policies can be used to achieve this. The only reason I'm more inclined to say its 'Smart Control' is because that is configured on the netscaler (this is a netscaler exam) and Session policies require configuration within the delivery controller as well as the netscaler. I'm not 100% on this. Terrible question/choice of answers imo.

However, it does not have a specific policy type for disabling USB redirection. The correct answer to this question would be Session policy. A Session policy can be created to disable USB redirection by setting the session profile parameter Client USB device redirection to Disabled.
