It is B. When packaging is complete, this disk is copied back to the appliance and all the files and registry changes are written into the new layer and stored in the layer repository in VHD format. https://docs.citrix.com/en-us/tech-zone/design/reference-architectures/app-layering.html

I'm torn between B and D. ELM, DURING creation, stores the files in the ELM repository, but in the end, it creates a file on the Hypervisor in order to deploy and distribute the image. I think I will pick D in this case.

It's B. Definitely not D as can publish to Provisioning Services (no hypervisor involved) or to shared storage on a hypervisor (question says local storage)
