Within Server group, Storefront replication completes replication of subscriptions via normal Citrix Configuration Replication service. If between different data centers\server groups - must use a powershell command to enable.
After digging deeper, I think I made a bad assumption. My statement above is only partially correct. It seems the actual service that performs the actual sync in either scenario is the Citrix Subscription Store service.
