I vote for A. It's asking for user-experience consistency - subscription synchronization. & the new server group in Tokyo will help with WAN bandwidth consumption. no guaranties though..

You cannot add 2 Tokyo StoreFront servers to the same (existing) NY group. Latency between Tokyo and NYC is more than 40ms due to distance. Per https://docs.citrix.com/en-us/storefront/current-release/plan.html#scalability "StoreFront server group deployments are only supported where links between servers in a server group have latency of less than 40 ms (with subscriptions disabled) or less than 3 ms (with subscriptions enabled)."

I interpreted that answer as adding 2 servers to the same server group... but placing those 2 servers in a server group independently. I mean... you add 2 servers to the same server group, but that server group has nothing to do with the one in NY. hence latency wouldn't be in question...
