B. Understanding by "the senior admin conects to the HA Pair" as "connects using the Management SNIP" C. Understanding by "the senior admin conects to the HA Pair" as "connects to both nodes". In this case, even if the configuration was done in the secondary node, it should still be visible. Here it should be assumed that the master state did not changed after the reboot and that the secondary will fetch the configuration from the Primary. (Too many assumptions) I would choose B.

Tricky with lot of misleading parts, even if the junior administrator dismissed the "You are connected to the secondary node..." when first login to the NSIP and after saving the configuration
