The answer is E. All users must be able to aggregate resources from all Sites = not met because "controllers published identical resources" is activated, This setting places the farms in the same "equivalent farm set". resources wil be picked from one delivery controller in the set, so not from all and so not from all sites. Both Sites should be treated as 1 equivalent farm set = met, see explenation in the first answer. User connections should be directed to the New York Site with failover to San Francisco = not met because load balance resources accross controllers is activated.

A is correct: the blog article mentioned by d0bermannn and cloudcuckooland has one text when both options are set: "Checking both options results in an equivalent farm set with identical sites configured for load balanced order"... no fallback as far as I read... for failover it should be set: "Checking only the “identical resources” option results in an equivalent farm set with identical sites configured for failover order"
