The answer is B https://docs.citrix.com/en-us/xenapp-and-xendesktop/7-15-ltsr/manage-deployment/zones.html A VDA in a satellite zone registers with a local Controller, if possible. (This is considered the preferred Controller.) If no local Controllers are available (for example, because the local Controllers cannot accept more VDA registrations or the local Controllers have failed), the VDA will attempt to register with a Controller in the primary zone. In this case, the VDA stays registered in the primary zone, even if a Controller in satellite zone becomes available again. A VDA in a satellite zone will never attempt to register with a Controller in another satellite zone.

Satellite zones dont communicate to other satellite zone, as Orlando is totally down where 2 DDCs are down, only it can reach and register to primary zone.

B. As the satellite zone can register with the primary zone, if no local delivery controllers are available.

I am finding a lot of comments on the 1Y0-312 questions to disagree with what the site has as the correct answer. Does anyone else find this to be very confusing?
