C is the right answer!! Legacy has to be used only on Windows 2008 VDA https://docs.citrix.com/en-us/citrix-virtual-apps-desktops/graphics/thinwire.html

AGREE THAT IT IS A. Citrix don't recommend A, but it is optimised for Win 7 and Win2008 R2, so I say A. - C does NOT impact density which is partly why its usually the right solution; just not in this instance. - Framehawk is for high latency, high packet loss. - H264 is for highest frame rate but is not required here and hammers resources.
