A B is correct. The primary should stay primary while configuring the HA to ensure secondary is not overwriting the config once it joined the HA pair. Turn off HA Monitor interface/channels that are down checkbox for fast and reliable transition of NS from secondary to primary. You only select INC when joining two NS with unlike subnet.
