It should be C. I also think C A scale set is an identical pool of virtual machines running some application you control. Azure provides tools for you to build and configure the VM the way you want it, then create or remove instances of it until you have as many, or as few, as you need at any point in time.

I think Infrastructure servers are also the Delivery controllers, storefront, etc. The reference of the solution is only about ADC's. So I think C is correct
