B should be correct. Use the Server VDI (Virtual Desktop Infrastructure) feature to deliver a desktop from a server operating system for a single user. https://docs.citrix.com/en-us/citrix-virtual-apps-desktops/install-configure/server-vdi.html

Right, the question is trying to trick you into GPU stuff. The restriction of one user is because they added the Server VDI option in the install.

B is right because “ Note that there is no HDX 3D Pro mode option available when installing the Multi-session OS VDA (Server OS). A specialized Citrix Driver for display remoting is used in all Windows Server OS installtions.” https://support.citrix.com/article/CTX131385

B - Server VDI was the chosen solution. That option only allows for a single user per session on the VDA. B is wrong. I just recently setup for my client. Published desktop on server 2019. 6 users sharing the same server 2019, with GPU profiles defined for each user (on Vmware).

Looks like you just don't have Server VDI enabled. Generally, GPU acceleration for Server OS is supported: https://docs.citrix.com/en-us/citrix-virtual-apps-desktops/graphics/hdx-3d-pro/gpu-acceleration-server.html
