The PreLaunch is the key. The other 3 options all require the user to actively login to the web page/application in order to start anything. They do not passively login. WS for Windows uses the SSONSVR process to login passively in the background which gives the system a chance to prelaunch. So, A is correct.

I think it's A Studio configured site level policies are processed first, but their precedence is 4rth in the order.
