I think priority of second port shoult be 65534. This will cause first interface with default priority of 32768 to have lower LACP interface ID and ensure, that from these two interfaces, this will be the active interface responsible for active ngotiation. so "priority 65534" for eth 1/3.

this reasoning is wrong, eth1/2 is the one to be standby and not 1/3

Lower the number is higher the priority. So, with given answer 1/2 act as hot standby with default value 32768 and 1/3 act as active with priority 1

Answer is correct, lacp-prio 1 as eth1/2 is supposed to be standby port (hence default priority 32768), which causes eth1/3 to be selected as active
