This should be IAAS on a private cloud. It did not specify whether operating systems are abstracted.

Public cloud is pay-as-you-go and you can leave database function unactive. The outcome should be cheaper than IAAS on a private cloud. I vote D.

I agree, the delivery is network systems. Thats a IAAS delivery. Therefore SaaS and PaaS are out. IAAS in a 3'rd party offering or on prem full fill the requimerment. Than the wish to reduce expense for new IT equiement kicks in. I vote for C as well
