We have to just look at the output and based on soles the output, it is answer D.
As for B, we would only need to reload the router if any of the non-default labels are in use, we are not 100% sure about this.
On further thoughts:
D - 100% - the range configured IS nondefault
B - This depends

If that is the case you get an error. Cisco say
"To remove this conflict, you must reload the router to release the currently allocated labels and to allocate the new SRGB"
