That's error in Cisco documentation and question as well then, TCP, UDP are L4 protocols. So, A, B, E are valid.

Error is in parenthesis , There shall be Layer 3 protocol type (ICMP, IPv4, IGMP, ...), TCP, UDP invalid statement ... so, yes A&E
