C is correct, based on the offical guide, tip page 284, it clearly says they're transmitted at the highest mandatory data rate. So if 54Mbps is the highest mandatory data rate, then it will be the one used.

54Mbps rate in example is set to "supported" - that supports only unicast. Multicast needs mandatory state. In this case, only C seems logical

CAPWAP APs transmit multicast packets at one of the configured mandatory data rates. If reliable reception is a goal, multicast frames must be transmitted at a low data rate, by disabling the higher mandatory data rates. It is C. Multicast will use the lowest Manditory rate, so set 54Mbps to manditory will have the desired result without having to disable everything else.

Actually, option D doesn't mention adding "mandatory" for 54 Mpbs, so without mandatory 54 won't be used. So... I guess then "c", although it isn't recommended to leave the others as mandatory.
