C is correct, based on the offical guide, tip page 284, it clearly says they're transmitted at the highest mandatory data rate. So if 54Mbps is the highest mandatory data rate, then it will be the one used.
CAPWAP APs transmit multicast packets at one of the configured mandatory data rates.
If reliable reception is a goal, multicast frames must be transmitted at a low data rate, by disabling the higher mandatory data rates.
If support for high data rate multicast frames is required, it can be useful to shrink the cell size and disable all lower data rates, or to use Media Stream.

It is C. Multicast will use the lowest Manditory rate, so set 54Mbps to manditory will have the desired result without having to disable everything else.
Provided answer D looks correct

By disabling all below 54 Mbps only 54 Mbps will remain as supported
Actually, option D doesn't mention adding "mandatory" for 54 Mpbs, so without mandatory 54 won't be used. So... I guess then "c", although it isn't recommended to leave the others as mandatory.
