Given answer is correct. to clear confusion about EID and ETR: Egress Tunnel Router (ETR): When a LISP-encapsulated packet arrives at the destination site, the ETR is responsible for de-encapsulating the packet. This answer is wrong. ETR should be "de-encapsulates LiSP packets from inside the site to destinations OUTSIDE of the site

If the packets are coming from outside the LISP site how is it possible to decapsulate something that is not LISP-enabled??
