So what if this isn't an L3VPN but rather a routed PW topology where the gateway for both CEs is in PE3? That would make answer B the correct one.

C is more correct. D is wrong because route reflectors can be used in BGP networks to reduce the number of BGP sessions required, the problem here is about importing internet routes into the appropriate VRFs, not reflecting routes within the BGP topology.

D is the only correct answer because the rest of the choices only talks about what to configure for CE1, while CE2 is excluded.

The only logical answer is D: D. PE2 must be configured to serve as a route reflector for PE3 routes learned from the internet. PE2 then shares the routes with CE1 and CE2.
