It's D. I Just confirmed on my Cisco Guides. The Cisco component that creates the flow monitor cache is the Flow Monitor. Flow monitors are used to monitor network traffic and collect data about flows. from the info here: https://www.cisco.com/c/en/us/td/docs/ios-xml/ios/fnetflow/configuration/15-mt/fnf-15-mt-book/cfg-de-fnflow-exprts.html sounds like flow monitor creates the cache. The flow exporter just sends the data in the cache to the netflow collector.

the question is around. why is A question itself asking what creates the flow monitor CACHE and it can be used to collect traffic based key and nonkey. key and nokey = records. then who used to collect and export the record? therefore exporter is corrrect.
