802.3af delivers 15.4W which downgrades the AP to 3x3. If it was a POE+ switch then you would get 30W of power and the AP would be able to use it's full features but the question is only asking about 3x3 MIMO. https://www.cisco.com/c/en/us/td/docs/wireless/access_point/3700/quick/guide/ap3700getstart.html
