Government related and tight data governance rules is the most impostant. Data cannot be "public". On-prem and private-cloud are the only solutions, where private-cloud can lower the cost. Answer D is more appropiate.

Cost is the main driver. Data governance is not mentioned in the question despite it being government. This is a pre-conceived notion. AWS have standards and regulations for European government. CCDE book Table 3-4, Public Cloud is 'Lowest cost' and there are several migration of goverment system to public cloud these days. so It should be Public Cloud.

Correct answer is A. There is no mention of security in the question but there is to increase performance, flexibility and reduce capital expenses and IT staff - which Public cloud offers. On prem and private cloud do not allow for staff reduction and flexibility

on-prem is out because of requirement to reduce IT staff public cloud is out because of government data must be secure and regulatory requirements. Hybrid combines on-premises infrastructure with a public cloud so out because of above reasons. Only leaves Private cloud

note that private cloud can be deployed in a public cloud also. azure is s good example. This solution offers reduction in capex, security and low cost. It is an opex model since it it based on subscription. D makes sense

The key requirements are performance, workload flexibility and CAPEX reduction along with unspoken requirement that this is passport agency and therefore government related and most probably with tight data governance rules. I would say hybrid to keep data in-house and still have room to improve flexibility and reduce CAPEX.

Public cloud is the most expensive over time. Private cloud and on-premise provide no reduction in CAPEX or IT Staff. Therefore the best solution to mitigate all 3 is hybrid cloud and save where it makes sense without the full OPEX expenditure of the public cloud

Private clouds are costlier than Public clouds but cheaper than on-premise. Still I feel the answer here is Private Cloud because its a government passport agency we are talking about and security is always questioned in Public clouds.
