TLOCS can have tags, i dont believe it is D as Encapsulation is not the same as Encryption. Encapsulation being ipsec or gre, gre is not encrypted.

I believe that A and D are both correct as per Cisco documentation. https://www.cisco.com/c/en/us/td/docs/routers/sdwan/configuration/policies/vedge/policies-book/policy-framework.html Am I see it correctly?

A is the correct answer, be careful not to confuse "local preference" with "preference" which is another TLOC attribute, local preference being a BGP attribute.
