In Cisco SD-WAN, the TLOC tag is indeed an optional attribute that can be associated with a TLOC, but its primary purpose is more about classifying or identifying transports rather than being a core attribute.
I believe that A and D are both correct as per Cisco documentation.

A is the correct answer, be careful not to confuse "local preference" with "preference" which is another TLOC attribute, local preference being a BGP attribute.
