I agree. They are talking about WLAN Names (SSIDs) here. Not the Mobility Group Name

A is the correct one. To optimize roaming: Using a shared SSID on both controllers allows devices to perceive the network as a single entity and roam seamlessly between APs. Placing APs per floor on one controller only benefits that floor and does not resolve the issue of differing SSIDs between controllers. Moving all APs to one controller and using the other as N+1 HA removes load balancing and does not address the SSID mismatch.

Seems like the WLCs are not in the same mobility domain so if the WLANs will have the same names - roaming will be slow. I think the best option os to configure HA SSO, so my answer is B.
