BIDNTVRFD, CRTREJSER, SERNTPRES: Missing Serial Number
Resolve the Problem
Send the device's serial number to the controllers:
1. In vManage NMS, select the Configuration ► Certificates screen.
2. In the vEdge List tab, select the device whose serial number is missing.
3. Click Send to Controllers.
if you have a look with the properly attention to this question we will be able to understand that's question is not about what meaning CRTREJSER, BIDNTVRFD.
The question is: Focus in solve the issue, ***Which two actions resolve that behavior?*** based on it, the right options are:

When you troubleshoot such a problem, ensure that the correct serial number and device model was configured and provisioned on the PnP portal (software.cisco.com) and vManage.
In order to check the chassis number and the certificate serial number, this command can be used on vEdge routers:
CRTREJSER - Challenge response rejected by peer. (peer reject because the serial number is not valid, that's why it generates this message.
A, E
From provided document:
"When you troubleshoot such a problem, ensure that the correct serial number and device model was configured and provisioned on the PnP portal (software.cisco.com) and vManage."
A and E makes sense for based on documentation.
When you troubleshoot such a problem, ensure that the correct serial number and device model was configured and provisioned on PnP portal (software.cisco.com) and vManage.
E does not work, since the only two ways to upload the wan edge list is either to sync the smart account or upload the csv file to vManage and send that to the controllers.
D does not make sense since it is able to talk to vbond and the error code is CTRREJSER, if it could not talk to vbond it would have DCONFAIL.
C does not work either because if it was a duplicate IP it would have the code LISFD - Listener Socket FD Error - message.
This leaves only A and B as the best/correct answers
Serial Number(s) Not Present (CRTREJSER, BIDNTVRFD)
Local error "CRTREJSER" is meaning If the serial number is not present on the controllers for a given device, the control connections fail.
