a root certificate and private key can be uploaded into the Cisco WSA, or the appliance can generate a self-signed certificate and key containing information that is provided by an administrator. Once the HTTPS proxy is enabled, all HTTPS policy decisions are handled by the defined decryption policies.

https://community.cisco.com/t5/security-documents/wsa-training-series-how-to-configure-the-https-proxy-on-the/ta-p/3148673 that is incorrect, CSR is only the certificate signing request !! you need root certificate, however it has to be self-signed since third party CA will not sign it
