a root certificate and private key can be uploaded into the Cisco WSA, or the appliance can generate a self-signed certificate and key containing information that is provided by an administrator. Once the HTTPS proxy is enabled, all HTTPS policy decisions are handled by the defined decryption policies.

that is incorrect, CSR is only the certificate signing request !! you need root certificate, however it has to be self-signed since third party CA will not sign it
