Threat modelling is about security. You need to define the functional specification to understand how the system will work before you focus and refine security. I'd stick with C as the answer.

I am not sure is there is a significance to the part of the question stating "as soon as the architecture is in place?", but the link (below) to a Cisco document titled "Secure Development Lifecycle" only references Thread Modeling..... Any suggestions?
