I should be FIB indeed. The training for this exam states: FIB is used to make routing decisions based on destination addresses for incoming IP packets. LFIB used to make routing decision based on the top label found in the label stack. The question is about an incoming IP packet

Correct is FIB as edge LSR is the LER. LER will check the fib for the IP packet and if it needs to go via LSP there will be an entry for the Label. All inbetween LSRs will check the LFIB.
