C is correct but the reason why the router will not advertise nor receive the prefix is because of the default EBGP policy in iOS XR which will block all incoming and outgoing prefixes.
i think the correct answer should be A, the question says after "established" so in IOS XR there must be RP applied to the neighbor inbound and outbound, initially there is not RP applied.
