By default, the Expressway acts as a SIP–H.323 and H.323–SIP gateway but only if at least one of the endpoints that are involved in the call is locally registered. You can change this setting so that the Expressway acts as a SIP–H.323 gateway regardless of whether the endpoints involved are locally registered. You also have the option to disable interworking completely. Interworking - interworking is required on expressway seriers to interwork h.323 to SIP calls. CUCM is SIP only and does not support H.323 calls. Inteworking for B2B calls is always done at expressway level

No transcoding is needed here, since there is no need to convert codecs, instead interworking from SIP to H.323 and vice-versa for the signaling.
