GRE (Generic Routing Encapsulation) allows you to encapsulate non-IP traffic within IP packets, enabling routing of protocols like IPX, AppleTalk, or DECnet over an IP network, creating a virtual point-to-point connection. However VTI can encrypt traffic (via IKEv2) leverages GRE for non-ip traffic routing. the hint is IKEv2, as plain GRE doesn't not support encryption, just encapsulation.
VTI needs GRE to route non IP traffic; alone it does not have this capability
