Webex Locations are settings configured in the Webex Control Hub for Webex Calling that allow you to group together any users and devices using the calling feature that have the same dialing behaviors based on their location. This can be configured based on any location that will have a Local Gateway assigned to it. A. and C. are incorrect since the concept of Webex Location is different of that on-premise CUCM Location. B. is incorrect. Webex Location just connect to a Webex Calling SBC using a Local Gateway with a trunk, it does not have to do with how many datacenters are in the Webex Cloud.

In Webex dial plan there is a concept of location, but it does not have any CAC capabilities, Webex Calling locations concept group together devices or users sharing the same geographical location (address) or sites, PSTN access (on-prem or cloud connected PSTN), main number, site code, PSTN steering digit (PSTN Access Code) etc. Based on the above correct answer is D https://community.cisco.com/t5/collaboration-blogs/demystifying-webex-calling-dial-plan-and-call-routing/ba-p/4949091
