Of all answers, B is the least correct. I go with C.
Directly expose the management interface to the internet is not a great idea. Also, an out of band network is supposed to be internal, and the answer doesn't imply which kind of connectivity there is to the outside world.
I'm going with C on this one, in-band means mgt traffic will coexist with data traffic which is unsecure imho
