WebAuth is used for authentication, not encryption. A pre-shared key (PSK) is used in conjunction with WebAuth to provide encryption capabilities.

open is not the correct answer because it does not require authentication. In an open network, clients can connect without any form of authentication or encryption, which is why it wouldn't match the requirement of needing authentication
WebAuth is still the correct answer because it requires authentication (via a web page) but can operate without encryption on the wireless network itself.
In Cisco Wireless LAN Controllers (WLC), Web Authentication (WebAuth) is a method that requires a client to authenticate and has the capability to function without encryption1.
