I would disagree with "diegonamaste". The question is about technology "to monitor" and NOT about DECISION making technology. In this case, I think, answer D is correct.

I thick PBR is the correct. "If one of the links goes down, the affected traffic needs to be redirected to the redundant link." IP SLA don't make decision on how the traffic must be treated, only PBR make decisions about it, and PBR monitor next-hop rechablility.
