D is correct B is incorrect, R6 dosen´t specify that area 3 is a stub, which can lead to a mismatch in OSPF configurations and cause connectivity issues.

It is created from an ABR, as it connects the STUB area with OSPF Area 0, in this case only router 19 is configured with the stub area, Answer B is correct

Answer B is not correct at all. You must have both routers in the same area with the same area configuration. Otherwise both routers will see in the hello packet that the area bit is different and they will not form any kind of adj:

Both router will display this message. The one with the stub configured area and the other one without it so answer is D
