C is correct, there is no "Incompatible destination" error message in q921 https://www.cisco.com/c/en/us/support/docs/dial-access/integrated-services-digital-networks-isdn-channel-associated-signaling-cas/8607-isdn-disc-code.html

It seems a layer 3 problem. So it is necessary to get q931 debugs and a show isdn status to get any idea of where could be the problem.

so it is not useful a q921 debugs, it is to debug D-channel and debug voip ccapi inout is to debug call control API, not ISDN. The question begin wit a suspect of the engineer and they must confirm that suspect, and the way to confirm that is debug isdn q931.

On3 is right "incompatible destination" is an error a "Disconnect Cause Code" from debug isdn q931. Answer is C

However, q921 does not make a Layer 3 problem. Also, the debug voip ccapi inout EXEC command is to trace the execution path through the call control API, so it is not so useful to trace a ISDN call
