You guys high? DHCPOFFER is a server message, not a client message. The DHCP server does *not* respond to DHCPOFFER messages, it *sends* them. The client must then send a DHCPREQUEST, to which the server will respond with a DHCPACK. B is completely incorrect. As for the other answers: A -> Incorrect; DHCPDISCOVER messages are sent by DHCP clients. E -> Incorrect; DHCP does not prevent static assignments on hosts. (Pro-tip: Don't trust ChatGPT for these questions; it's wrong as often as it is right).
