Kind of typo should be 20ms jitter or 200ms latency however we can create a Policy that favors a specific WAN connection and if performance becomes poor than failover over to another WAN connection. This is based on a Performance class which uses maximum latency, jitter and loss to determine when to failover over.
None of the answers are correct. C and D are fundamentally wrong, and A and B do not meet the conditions of the policy for the link change. The custom performance class has not been used in the policy, and the only reliable condition in the exhibit is the failure of the WAN 1 link.
