Assuming the default BD configuration in which ARP flooding is enabled, ingress leaf encapsulates the incoming ARP with dIPo as the gIPo of the BD and sends it to a spine. And spine forwards it all receivers of the gIPo where the BD is activated and programmed. So in my opinion the answer is C But if the ARP flooding is disabled with Hardware Proxy enabled, then yes ingress VTEP forwards it to anycast Spine VTEP as unicast and spine performs address lookup in COOP.
