RDs are irrelevant here - don't need to be the same across PEs and have nothing to do with RTs, only a distraction - good explanation here: https://community.cisco.com/t5/mpls/real-purpose-of-route-distinguishers/td-p/1790242. Only thing that matters is that routes exported on PE1 with one RT are imported on PE2 with that same RT and vice-versa. B uses 233:1 to export from PE1 and import into PE2 and 233:2 in the other direction D uses 233:1 to export and import in both direction Q is poorly written (as usual!) as either of those will correctly exchange the routes, you don't need both.
