Priority Queues prioritize traffic when the CPU cores on the Security Gateway are stressed and packets need to be dropped. This feature is enabled by default and are only active when the CPU is fully utilized. Priority Queues will prioritize mgtm traffic as it has a queue priority of 1 with 0 being the highest. So I think C is the most correct answer in this situation
