I think that almost everyone is clear about the difference between publish and install, but you have to be careful with the terms.
"Publishing: To make your changes available to other administrators, and to save the database before installing a policy, you must publish the session. When you publish a session, a new database version is created"
What is published is the session. Not the DB. Regardless of what the question is, answer "A" is not a possible option.
For me it is "C"
